Women use makeup, generally in a less dramatic fashion, to enhance their own femininity and attractiveness. Essentially we attempt to conform to a socially dictated norm; that women should look feminine and beautiful (which extends to how they should act, think, talk, etc).
I know personally, since I cut my hair short, I have felt the need to make my face appear more feminine so as to offset the masculinity associated with short hair.
